#ดีอี ผนึก ‘#อว.- ศธ.’ ร่วมมือ #UNESCO เตรียมเป็นเจ้าภาพ งาน “#UNESCO Global Forum on the Ethics of AI 2025” ครั้งแรกในเอเชียแปซิฟิก พร้อมประเมิน "#Thailand AI Readiness Assessment" ย้ำบทบาทร่วมเป็นผู้นำด้านจริยธรรม AI ในเวทีโลก
วันที่ 4 ธันวาคม 2567 ณ โรงแรมอินเตอร์คอนติเนนตัล กรุงเทพฯ - #กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม (#ดีอี) ร่วมกับ #กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (#อว.) กระทรวงศึกษาธิการ (ศธ.) และองค์การเพื่อการศึกษา วิทยาศาสตร์ และวัฒนธรรมแห่งสหประชาชาติ (UNESCO) จัดแถลงข่าวประกาศความร่วมมืออย่างเป็นทางการ เตรียมเป็นเจ้าภาพ จัดงานระดับโลก “The 3rd UNESCO Global Forum on the Ethics of AI 2025” ชูแนวคิด “Ethical Governance of AI in Motion” โดยจะจัดขึ้นระหว่างวันที่ 24-27 มิถุนายน 2568 ที่กรุงเทพฯ คาดมีผู้นำและผู้เชี่ยวชาญจากประเทศสมาชิกยูเนสโก กว่า 194 ประเทศ รวมกว่า 800 คน เข้าร่วมงาน นับเป็นการจัดการประชุมนานาชาติครั้งแรกในเอเชียแปซิฟิก ตอกย้ำความพร้อมของประเทศไทยในการเป็นผู้นำร่วมขับเคลื่อนจริยธรรม รวมถึงยกระดับการกำกับดูแลการประยุกต์ใช้ AI ของโลก สู่การปฏิบัติจริงและเป็นที่ยอมรับในระดับสากลอย่างยั่งยืน
พร้อมกันนี้ ในงานแถลงข่าวยังเป็นก้าวสำคัญในการแสดงจุดยืนต่อผู้นำโลก ถึงความพร้อมของการประยุกต์ใช้ AI อย่างมีจริยธรรมและธรรมาภิบาลของประเทศไทย ตามกรอบ UNESCO AI Readiness Assessment (UNESCO RAM) ซึ่งเป็นกรอบการประเมินความพร้อมด้านปัญญาประดิษฐ์ (AI) ที่ได้รับการยอมรับในระดับนานาชาติ สะท้อนศักยภาพของการพัฒนาและใช้งาน AI อย่างรับผิดชอบ โปร่งใส เป็นธรรม ตามมาตรฐานสากล รวมถึงสนับสนุนการดำเนินการตามแผนปฏิบัติการด้านปัญญาประดิษฐ์แห่งชาติเพื่อการพัฒนาประเทศ ด้านยุทธศาสตร์ การเตรียมความพร้อมของประเทศไทยในด้านสังคม จริยธรรม กฎหมาย และกฎระเบียบสำหรับการประยุกต์ใช้ AI และการส่งเสริมให้เกิดการประยุกต์ใช้เทคโนโลยีและระบบปัญญาประดิษฐ์
นายประเสริฐ จันทรรวงทอง รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม (ดีอี) ได้แสดงถึงวิสัยทัศน์ผ่านปาฐกถาพิเศษ ถึงความมุ่งมั่นของรัฐบาลไทยในการส่งเสริมและสนับสนุนการใช้เทคโนโลยีดิจิทัลเพื่อเพิ่มขีดความสามารถของประเทศ โดยเฉพาะการประยุกต์ใช้เทคโนโลยี AI ที่ควรต้องเป็นไปตามหลักการสำคัญ ซึ่งในช่วงที่ผ่านมาจะเห็นได้ว่าองค์กรต่างๆ ในประเทศไทยมีแผนและการเตรียมการในการนำ AI มาใช้ในองค์กรเพิ่มมากขึ้น โดยในปี 2567 สูงถึง 73.3% ซึ่งสูงกว่าปีที่ผ่านมาเกือบ 20% (ข้อมูลจากรายงาน AI Readiness Measurement 2024) ที่จัดทำโดย ETDA และ สวทช. นอกจากนี้ ประเทศไทยได้มีการประกาศ แนวทางการกำกับดูแลโดยมี “แนวทางการประยุกต์ใช้ AI อย่างมีธรรมาภิบาลสำหรับผู้บริหาร” และ “คู่มือแนวทางการประยุกต์ใช้ Generative AI อย่างมีธรรมาภิบาลสำหรับองค์กร” is เพื่อประโยชน์ในการนำแนวทางและคู่มือไปประกอบการพิจารณาการนำ AI มาใช้ในระดับองค์กรเพิ่มมากขึ้น
ดังนั้น จากศักยภาพของประเทศในมิติต่างๆ จึงได้นำไปสู่ความพร้อมในการเป็นเจ้าภาพร่วมเพื่อจัดงาน “UNESCO Global Forum on the Ethics of AI 2025” ในปีหน้านี้ จะมีทั้งเวทีในการแลกเปลี่ยนความรู้ การส่งเสริมความร่วมมือในระดับพหุภาคี รวมไปถึงการเสริมสร้างความสามารถในการกำกับดูแล AI ในประเทศที่กำลังพัฒนา ที่ถือได้ว่าจะเป็นโอกาสในการสร้างความเชื่อมั่นต่อประชาคมโลก ที่ไทยให้ความสำคัญกับการพัฒนาองค์ความรู้และความร่วมมือระหว่างประเทศสมาชิก และแสดงให้เห็นว่าไทยเองมีความสามารถในการเป็น “แหล่งเรียนรู้” ในด้าน AI Governance ที่พร้อมร่วมมือกับ UNESCO อีกด้วย
ด้าน นายศุภชัย ใจสมุทร ผู้ช่วยรัฐมนตรีประจำกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) กล่าวถึง ความพร้อมของประเทศไทยจากบทบาทของ กระทรวง อว. ในการส่งเสริมการวิจัยและพัฒนาที่เกี่ยวข้องกับการนำเทคโนโลยี AI ไปประยุกต์ใช้ในอุตสาหกรรมต่างๆ โดยไม่เพียงเน้นสร้างนวัตกรรมเท่านั้น ยังให้ความสำคัญกับจริยธรรมและความรับผิดชอบต่อสังคม โดยมีหน่วยงาน ภายใต้กระทรวง อว. คือ สวทช. ที่ร่วมผลักดันการสร้างองค์ความรู้และนวัตกรรม AI ที่จะช่วยตอบโจทย์ระดับประเทศ รวมถึงการมีบทบาทสำคัญในการร่วมพัฒนากรอบจริยธรรม AI ที่มุ่งเน้นความสอดคล้องกับมาตรฐานระดับสากล ประกอบกับ ประเทศไทยได้มีการส่งเสริมและพัฒนาความพร้อมในการประยุกต์ใช้เทคโนโลยี AI ผ่านการเตรียมทำการประเมินความพร้อมด้าน AI ตามกรอบแนวทางของ UNESCO RAM ที่เป็นเครื่องมือที่จะช่วยให้ไทยได้เข้าใจสถานการณ์ความพร้อม ซึ่งครอบคลุมในมิติต่างๆ อีกทั้งข้อมูลที่วิเคราะห์ได้ จะพัฒนาไปเป็นข้อเสนอแนะ เพื่อนำไปสนับสนุนการวางแผนสำหรับประโยชน์ในการพัฒนาศักยภาพ ตลอดจนการปรับปรุงในมิติที่จำเป็น ภายใต้บริบทของไทยให้มีความชัดเจนมากยิ่งขึ้น ดังนั้น การร่วมจัดงาน Global Forum on the Ethics of AI 2025 ในปีหน้านี้ จะช่วยสะท้อนถึงการผนึกกำลังที่เข้มแข็งระหว่างกระทรวง อว. พร้อมด้วยกระทรวงดีอี และกระทรวง ศธ. จากประเทศไทย ในการทำงานร่วมกับ UNESCO เพื่อร่วมสร้างอนาคตที่เท่าเทียมและยั่งยืนสำหรับทุกคน
ขณะที่ นายซิง ฉวี่ รองผู้อำนวยการใหญ่ UNESCO ได้กล่าวชื่นชมประเทศไทยในความเป็นผู้นำด้านการส่งเสริมธรรมาภิบาลจริยธรรม AI และการผลักดันความร่วมมือระดับนานาชาติ พร้อมเน้นย้ำว่าภารกิจของยูเนสโก ในการสร้างสันติภาพผ่านการศึกษา วิทยาศาสตร์ และวัฒนธรรม มีความสำคัญมากยิ่งขึ้นในยุคที่ AI เข้ามามีบทบาทสำคัญในการเปลี่ยนแปลงสังคม เศรษฐกิจ และชีวิตของผู้คน พร้อมยังกล่าวถึงการเติบโตอย่างรวดเร็วของเศรษฐกิจดิจิทัลในภูมิภาคเอเชียตะวันออกเฉียงใต้ ที่มาพร้อมกับความก้าวหน้าในโครงสร้างพื้นฐาน AI ของภูมิภาค จนอาจนำมาสู่ความท้าทายที่เกิดขึ้น เช่น ความเหลื่อมล้ำทางดิจิทัล และผลกระทบต่อการจ้างงานจากระบบอัตโนมัติอย่าง AI เป็นต้น ซึ่งการที่ประเทศไทยได้มีการนำกรอบแนวทางการประเมินความพร้อมด้าน AI ของยูเนสโก (UNESCO RAM) มาใช้นั้น ถือเป็นก้าวสำคัญของกรอบการทำงานในการประเมินความพร้อมด้านการประยุกต์ใช้ AI ของไทย ที่มีความแข็งแกร่งและพร้อมส่งเสริมการใช้ AI ด้วยโปร่งใส ตามกรอบธรรมาภิบาลและจริยธรรมตามมาตรฐานสากล โดย Global Forum on the Ethics of AI 2025 จะเป็นเวทีสำคัญสำหรับการเจรจาระดับโลกในการร่วมพัฒนาจริยธรรมการประยุกต์ใช้ AI ที่เคารพสิทธิมนุษยชน โปร่งใส เป็นธรรม พร้อมผลักดันให้ประเทศไทยก้าวขึ้นเป็นผู้นำระดับภูมิภาคด้านธรรมาภิบาลจริยธรรม AI อย่างแท้จริง
พร้อมกันนี้ ในการแถลงข่าวความร่วมมือครั้งนี้ ประเทศไทย ยังได้ประกาศจุดยืนต่อผู้นำโลก ถึงความพร้อมของการประยุกต์ใช้งาน AI อย่างมีจริยธรรมและธรรมาภิบาล ตามกรอบ UNESCO’s AI Readiness Assessment หรือ UNESCO RAM พร้อมเปิดเวทีเสวนาเชิงลึกโดยผู้นำและผู้เชี่ยวชาญที่เกี่ยวข้อง กับการเสวนาใน 2 ประเด็นที่สำคัญ ได้แก่

Thailand to host the first Asia-Pacific "UNESCO Global Forum on the Ethics
of AI 2025," showcasing its leadership in AI ethics through a collaboration between DE, MHESI, MOE, and UNESCO.
Bangkok, December 4 – The Ministry of Digital Economy and Society (DE), in collaboration with the Ministry of Higher Education, Science, Research and Innovation (MHESI), the Ministry of Education (MOE), and UNESCO, has officially announced their partnership to host the 3rd UNESCO Global Forum on the Ethics of AI 2025 under the theme "Ethical Governance of AI in Motion." The forum will take place from June 24-27, 2025, in Bangkok, marking the first-ever international conference of its kind in the Asia-Pacific region. The event is expected to gather over 800 participants, including leaders and experts from UNESCO’s 194 member countries. This milestone reinforces Thailand’s readiness to drive global AI ethical governance into actionable and sustainable practices. The press conference also highlighted Thailand’s commitment alignment with the UNESCO AI Readiness Assessment (UNESCO RAM) framework, a globally recognized standard, reflecting the nation’s capability to develop and implement AI solutions that are responsible, transparent, and equitable.
H.E. Prasert Jantararuangtong, Deputy Prime Minister and Minister of Digital Economy and Society (DE), delivered a keynote speech outlining the Thai government’s commitment to leveraging digital technologies to enhance national capabilities, with a strong focus on the ethical application of AI. In 2024, AI adoption plans among Thai organizations reached 73.3%, a nearly 20% increase from the previous year, according to the AI Readiness Measurement 2024 report by ETDA and NSTDA.
To support this growth, Thailand has introduced key frameworks such as the “AI Governance Guideline for Executives” and the “Generative AI Governance Guideline for Organizations”. These resources aim to ensure responsible and transparent implementation of AI at the organizational level. With this solid foundation, Thailand is prepared to host the Global Forum on the Ethics of AI 2025. The event will serve as a platform for knowledge exchange, fostering multilateral collaboration, and building AI governance capacity in developing countries. This initiative underscores Thailand's commitment to advancing global trust in AI governance and positions the nation as a "learning hub" for AI Governance, in collaboration with UNESCO.
Mr. Suphachai Jaismut, Vice Minister for Higher Education, Science, Research and Innovation (MHESI), highlighted Thailand’s readiness to integrate AI technologies across various industries, driven by MHESI’s commitment to advancing research and development. Beyond fostering innovation, the ministry places significant emphasis on ethics and social responsibility.
Under MHESI, the National Science and Technology Development Agency (NSTDA) plays a key role in driving AI innovation and knowledge creation to address national challenges while aligning with international ethical standards. Thailand is also enhancing its AI readiness through assessments based on the UNESCO RAM framework, a tool that evaluates readiness across multiple dimensions. Insights gained from this assessment will provide actionable recommendations for planning, capacity building, and addressing critical gaps, ensuring a tailored approach suited to Thailand’s context.
The upcoming Global Forum on the Ethics of AI 2025 will demonstrate the strong collaboration between MHESI, DE, MOE, and UNESCO in shaping a future rooted in equality, sustainability, and global cooperation.
Mr. Xing Qu, Deputy Director General, UNESCO, commended Thailand for its leadership in advancing ethical AI governance and fostering international collaboration. UNESCO’s mission to build peace through education, science, and culture is emphasized as being more vital than ever in an era where AI significantly shapes societies, economies, and individual lives. The rapid growth of Southeast Asia’s digital economy was highlighted, acknowledging the region’s advancements in AI infrastructure while addressing challenges such as the digital divide and job displacement caused by automation.
Thailand’s adoption of the UNESCO AI Readiness Assessment Methodology (UNESCO RAM) was praised for providing a robust framework for fostering inclusivity, transparency, and ethical governance. The event is underscored as a platform for global dialogue, encouraging collaboration to advance AI technologies that uphold human rights, dignity, and inclusivity while positioning Thailand as a regional leader in ethical AI governance.
At the press conference, Thailand reaffirmed its readiness to adopt AI ethically and responsibly, in alignment with the UNESCO AI Readiness Assessment (UNESCO RAM) framework. The event also showed a dynamic panel discussion featuring leaders and experts, delving into Two critical topics:
· "Thailand's Journey in Driving AI Ethics & Governance: Insights from Hosting the Global Forum on the Ethics of AI" Speakers, including Dr. Wetang Phuangsup (Secretary-General, Office of the National Digital Economy and Society Commission (ONDE), Dr. Chai Wuttiwiwatchai (Executive Director, NECTEC), Dr. Sak Segkhoonthod (Executive Advisor, ETDA), and Dr. Veera Veerakool (Vice Chairman, Digital Council of Thailand) discussed how the forum positions Thailand as a global leader in AI ethics and governance.
